Economic activity in Canada is picking up well after the recession, but beneath this short term good news there is a deep structural problem – Canada’s poor productivity performance. Between 1947 and 1973 productivity in Canada grew at 4% a year; between 1973 and 2000 it grew at 1.5% a year, and between 2000 and 2009 at 0.7% a year. Innovation is a key driver behind productivity performance. Global competitors such as India and China are rapidly moving up the value added production chain. Canada also produces far fewer engineers and scientists that its major competitors. To meet this challenge, Canadian firms must innovate or perish.
