RESEARCH

Greening Global Value Chains: Innovation and the International Diffusion of Technologies and Knowledge

"The objective of the paper is to lay out the state of knowledge on the role of innovation and the diffusion of technologies in the greening of global value chains as well as some of the main policy issues and key research gaps. A special emphasis will be put on developing countries in which innovation, skills and technological absorptive capacities tend to be lower while green technologies are urgently needed."

Knowledge & Innovation in Space

"The purpose of this working paper is to provide a short overview of actual topics in contemporary research concerned with global, national, regional and local knowledge and innovation dynamics... Treating knowledge as a key resource for innovation shifts the focus from the innovation itself to the process of knowledge generation, transformation and diffusion, i.e. to knowledge dynamics."

The Canada Foundation for Innovation, Sociology of Knowledge, and the Re-engineering of the University

"Using the Canada Foundation for Innovation (CFI) as an example, we show how Canadian science policy is influencing patterns of stratification both within and between universities. Substantial differences in CFI funding for certain knowledge fields have produced an increasing inequality in the support that scholars can accrue to fund their research."

The Division of Policy Research and Analysis at the National Science Foundation: Its Support of Research on the Returns to R&D

"The U.S. National Science Foundation’s (NSF’s) Division of Policy Research and Analysis (PRA) supported academic research related to, among many other things, measurement of the returns to private and public R&D, during the early 1980s. The findings from this body of research became a foundation for a number of technology and innovation policies promulgated in the aftermath of the U.S. productivity slowdown in the 1970s, and, as we suggest in this paper, a foundation for many contemporary technology and innovation policy initiatives. We argue that there are lessons to be learned from PRA’s successes from its sponsorship of research in this area, and we suggest one possible area of future emphasis for NSF’s on-going Science of Science and Innovation Policy (SciSIP) program."

Canada and the Challenges of Cyberspace Governance and Security

"Canada has the potential to take on a leadership role in showing the world what it means to truly stand for freedom in cyberspace. But providing global leadership will require that our own government commits to reducing state controls and surveillance here at home, encouraging greater transparency and checks on state power over the Internet, while enhancing privacy protections."

Faculty Intellectual Property Rights in Canadian Universities

"This article reports on a qualitative study of Intellectual Property regulation in Canadian universities, visited by the author. The study was based on policy and regulation comparative analysis, as well as semi-structured expert interviews carried out at Southern Ontario, Alberta and British Columbia universities."

The Government Workforce of the Future

"Strategic workforce planning is gradually becoming a key priority and core management practice for public sector employees in OECD countries. In times of limited resources, governments are required to demonstrate workforce planning capability to meet current and future challenges for service delivery and to produce efficiency gains. Since experience in workforce planning remains limited, a simple but pragmatic approach that takes into account the national context is recommended."

Energy and Energy Literacy in Canada: A Survey of Business and Policy Leadership

"Energy plays an important role in everyday activities, whether at a personal, institutional, corporate or social level. In this context, an informed or literate public is critical for the long term conservation, management, pricing and use of increasingly scarce energy resources. A series of surveys were used to probe the literacy of Canadians with regard to energy issues ranging from relative ranking and importance of energy compared to other national issues, preference for various fuel types and willingness to pay for offsetting environmental impacts from energy generation. In addition, they were asked how Canada’s government should prioritize national energy independence over trade, even if ultimately reducing imports might impact national economic health."

Natural and Economic Selection - Lessons from the Evo-Devo and Multilevel Selection Debate

"In this article we are aiming to explore the actual significance of selection as a major explanatory principle in economics. Starting with an analysis of a modern and modified understanding of the selection mechanism in nature we will draw some conclusions for its use in economics."

Sorting out the impact of cultural diversity on innovative firms: An empirical analysis of Dutch micro-data

"In this paper we analyse the impact of cultural diversity on firm innovativeness, while using finite mixture modeling to control for observed and unobserved heterogeneity... We find that workforce diversity is beneficial for innovativeness in capital-intensive sectors."
